Passer by picks up secret papers

We have all left stuff on a train or a bus at some point...but not top secret papers!

A top civil servant just has though.

The papers had information on Al Qaida's weaknesses and the security forces in Iraq.

They were in an orange envelope which was found by another passenger.

The person who left them lying around has been suspended from their job, and might get the sack.
